Immediately before joining ACS, Burlin was a Partner in the U.S. Federal Industry Group of IBM's Business Consulting Services. He was responsible for sales, revenue, profit, and customer satisfaction for the services IBM provided to the U.S. Federal Government. His position was unique in that all IBM Global Services offerings to the Federal Government were consolidated under his leadership, including technology support services, outsourcing, and business consulting services. He was ultimately responsible for a $1.5 billion book of business.
Prior responsibilities at IBM included Vice President, Federal Industry, where he had the responsibility to develop and execute a strategy to reestablish IBM as a major player in the government market after the company had divested its position six years earlier. Beginning from a base business of approximately $250 million, Burlin led a 45 percent CGR over nine consecutive quarters.
Burlin holds a bachelor degree in biology from Ithaca College and graduated with honors. He has completed numerous management and executive development programs. « less
