From 1993 to 1998, Ms. Brophy served at the White House as Deputy Assistant to the President and Deputy Director of Legislative Affairs, where she developed, implemented and directed legislative strategy with the White House, Administration and Congress in support of President Clinton's policy priorities.
In 1998, Ms. Brophy moved to Lisbon, Portugal with her husband, Gerald McGowan, the U.S. Ambassador to Portugal. While in Lisbon, Ms. Brophy oversaw the coordination of the visits of President Clinton, several bipartisan Congressional delegations, Cabinet officers and other dignitaries. During this period, she also served as a board member of the Advisory Committee on Trade Policy and Negotiations.
From 1992 to 1993, Ms. Brophy was director of congressional relations for the Clinton-Gore transition office, where she served as chief liaison to Congress with oversight responsibility for Cabinet confirmations, personnel and the establishment of first-term legislative priorities. She was previously the principal liaison with Congress during the Clinton-Gore campaign in 1992 and managed the campaign's Washington, D.C. office.
Ms. Brophy came to the Clinton campaign after serving as chief of staff to Colorado Senator Timothy E. Wirth and as administrative assistant to then-Congressman (now Senator) Byron L. Dorgan of North Dakota. Prior to that, she was national political coordinator and deputy director of delegate selection for the Dukakis/Bentsen campaign. She previously served as policy director of the Democratic National Committee.
Ms. Brophy received a B.A. from the University of New Hampshire and an M.P.A. from Harvard University.
Reporting to Robert M. Kimmitt, AOL Time Warner's executive vice president for global and strategic policy, Ms. Brophy will serve as head of the company's Washington, D.C. office and oversee AOL Time Warner's domestic policy agenda.
