During her tenure at PhRMA, Ms. Ventimiglia developed policy to support passage of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003. In particular, she crafted policies on patient access issues, including formulary development, pharmacy and therapeutics committees, and grievance and appeal rights. Additionally, Ms. Ventimiglia served as the primary analyst handling all Medicaid issues, including the interaction between the Medicare and Medicaid programs. Ms. Ventimiglia previously worked on Medicaid and pharmaceutical issues at the National Governors Association (NGA) from 1999 to 2002. While at NGA, Ms. Ventimiglia worked directly with Governors and their policy advisors to implement state pharmaceutical assistance programs and to devise Medicaid pharmaceutical benefits. At NGA, Ms. Ventimiglia wrote several issue briefs on state pharmacy programs, organized educational conferences for Governors policy advisors, and testified on behalf of NGA before state legislative committees.
