The Albany engineering firm CHA (formerly Clough, Harbour & Associates) appears to enjoy a special relationship with SUNY Polytechnic Institute, a state university campus that has been used as the coordinator for Gov Andrew Cuomo's upstate economic development programs.

This special relationship is illustrated by the case of Thomas O'Brien, a SUNY Poly vice president that oversees the school's property development and a 30-year veteran of CHA.
